European Journal of Economics and Development is a scientific journal established in the framework of cooperation between the Institute of Law, Administration and Economics, Pedagogical University of Cracow and the Institute of Economics and Management, O. Popov Odessa National Academy of Telecommunications in Odessa.

Its purpose is to publish scientific studies of employees, PhD students and students of both cooperating universities as well as materials submitted by domestic and foreign institutions and third parties.

Examples of thematic frames of scientific publications in this journal are:

  • New concepts in the theory and practice of economics,
  • Legal solutions in the field of local and regional development,
  • Innovation in Management and Administration,
  • Economics and Management in education systems and telecommunications services,
  • Contemporary problems of economics and management.

The journal is issued on-line and paper version twice a calendar year.

Regulations of the International Scientific Journal,

the "European Journal of Economics and Development"

 § 1

The "European Journal of Economics and Development" is a scientific periodical established in cooperation between:

- the Institute of Law, Administration and Economics, Faculty of Political Science, Pedagogical University of Cracow, Poland (ILAE, PUC), and 

- the Institute of Economics and Management, O.S. Popov Odessa National Academy of Telecommunications, Ukraine -  Одесская Национальная Академия Связи им. А.С.Попова, Институт Экономики и Управления - (IEM, ONAT).

 

 § 2

  1. The "European Journal of Economics and Development" is a periodical published in an on-line and paper version.
  2. The scientific journal is published twice a calendar year (semi-annualy).
  3. The Parties give their consent to participation of other entities in the co-creation of the scientific journal.
  4. The languages ​​of the "European Journal of Economics and Development" are the congress languages.

 

 § 3

The aim of the "European Journal of Economics and Development" is to publish scientific studies of academics, doctoral students and students of both cooperating Universities, as well as materials submitted by domestic and foreign institutions and third parties.

 

 § 4

The "European Journal of Economics and Development" consists of the following sections:

 

I. Studies and analyses.
II. Glosses, reviews, opinions.
III. Reports.
IV. University news.

 

 § 5

The Institute of Law, Administration and Economics, Faculty of Political Sciences, Pedagogical University of Cracow, and the Institute of Economics and Management, Odessa National Academy of Telecommunications lay down the following thematic framework for the scientific publications:  

- New concepts in the theory and practice of economics,

- Legal solutions regarding local and regional development,

- Innovation in management and administration,

- Economics and management in education systems and telecommunications services,

- Contemporary problems of economics and management.

 

 § 6

  1. The staff of both Universities are part of:
    - the Scientific Council,
    - the Editorial Board.
  2. The Parties allow researchers from other scientific and research units from third countries to participate in the Scientific Council.

 

 § 7

  1. Each of the cooperating Universities appoints a part of the Scientific Council members - 5 members from each University.
  2. The lists of the appointed members constitutes Annexes 1 and 2 to these Regulations.
  3. Participation in the Scientific Council is open and honorary.
  4. Adoption of resolutions and exchange of views take place by electronic means.
  5. During the term of office of the bodies of the ILAE, PUC, the function of the Chairman of the Scientific Council is performed by the Director of ILAE.

 

 § 8

The competences of the Scientific Council include:
1. outlining the scientific profile of the journal,
2. periodic scientific appraisal,
3. approving the subject of special editions of the "European Journal of Economics and Development".

 

 § 9

  1. The Editorial Board is comprised of persons from both Universities:

- three members are appointed by the Director of ILAE, PUC (Annex 3),

- three members are appointed by IEM, ONAT, in accordance with their internal regulations (Annex 4).

  1. The Editorial Board consists of:

- the editor-in-chief – (a person designated by ILAE, PUC);
- the deputy editor-in-chief (a person designated by IEM, ONAT),
- the topical editor (a person designated by IEM, ONAT),
- the statistical editor (a person designated by ILAE, PUC),
- the secretary (a person designated by ILAE, PUC),

- the member (a person designated by IEM, ONAT).

 

 § 10

  1. The activity of the Editorial Board is directed by the editor-in-chief.
    2. The functions of the editor-in-chief are performed by a person appointed by the Director of ILAE.
  2. The adoption of resolutions and decisions by the Editorial Board takes place by electronic means.

 

 § 11

  1. The Institute of Law, Administration and Economics, Pedagogical University of Cracow:

- the composition of the Editorial Board is determined by the Director of ILAE,

- the members of the Board are appointed by the authorities of the Institute of Law, Administration and Economics,
- the Director of ILAE has the right to request the dismissal of a member of the Editorial Board during their term of office for important reasons, and is obliged to fill the emptied position,

- the Director of ILAE informs the Institute Council about the composition of the Editorial Board and about its changes.

  1. The Institute of Economics and Management, Odessa National Academy of Telecommunications, Ukraine, sends, by electronic means, information about the part of the personal composition appointed in accordance with the rules binding in that University.

 

 § 12

  1. The Editorial Board is convened at the request of the editor-in-chief.
    The editor-in-chief informs all the members of the date of the meeting within 7 days.
  2. The Ukrainian party participates in the meeting by electronic means.
  3. The Editorial Board adopts resolutions by majority vote and by electronic means.

 

 § 13

The competences of the Editorial Board of the European Journal of Economics and Development include:

  1. caring for a high professional level of articles,
  2. preliminary formal and substantive evaluation of papers submitted for publication,
  3. appointing reviewers for scientific studies,
  4. commissioning editorial work, print.

 

 § 14

The competences of the chairman of the Editorial Board include:

  1. representing the Board before third parties;
  2. convening meetings of the Board and organizing its work (by electronic means);
  3. chairing meetings of the Board (by electronic means);
  4. undertaking actions aimed at acquiring additional funds for the development of the "European Journal of Economics and Development";
  5. delegating certain tasks to other members of the Editorial Board;
  6. making decisions regarding the order of articles to be printed;
  7. approving the layout of title pages and printing matrix.

 

 § 15

The competences of the topical editor include:
- cooperating with the editor-in-chief in the work flow process,
- preparing papers for external reviews,
- giving opinions to the editor-in-chief after receiving the reviewed work,
- bearing joint responsibility for the quality of the "European Journal of Economics and Development",
- running of a topical section connected with the activity of Scientific Clubs and the scientific activity of students and doctoral students.

 

 § 16

  1. The competences of the statistical editor include:
    - cooperating with the Editorial Board,
    - analysing the original studies which use statistical methods,
    - controlling the correctness of the use of statistical methods.
    2. The audit of the correctness of the use of statistical methods is performed at request of the editor-in-chief.

 

 § 17

The competences of the secretary of the Editorial Board include:
- performing the tasks assigned by the editor-in-chief,
- handling correspondence with authors and reviewers,
- keeping documentation regarding the functioning of the "European Journal of Economics and Development",
- performing other tasks necessary for the proper functioning of the journal.

 

 § 18

Annex 5 to the Regulations stipulates the rules and conditions for publishing scientific studies in the "European Journal of Economics and Development".

 

 § 19

Any changes to the Regulations are proposed by the editor-in-chief of the journal and approved by:

- the Director of ILAE, PUC;

- IEM, ONAT, in accordance with their internal regulations.

 

 § 20

Regulations come into force on the day of:

- approval by the Director of ILAE, PUC,

- approval by IEM, ONAT, in accordance with their internal regulations.

Procedure to review scientific publications

 

§ 1

The Institute of Law, Administration and Economics, Faculty of Political Science, Pedagogical University of Cracow, and the Institute of Economics and Management, O.S. Popov Odessa National Academy of Telecommunications, Ukraine, herby set up the Procedure to review scientific publications.

 

§ 2

The procedure to review scientific publications:

  1. Every scientific article sent to the editorial office is subject to an internal and external review.
  2. The internal review is conducted by a topical editor on the editorial form (Annex 1). The topical editor evaluates the article in terms of its compliance with the policy and thematic profile of the journal, as well as its originality and scientific value.
  3. In the case of articles using statistical (numerical) methods, as part of the internal review, they are also evaluated by a statistical editor who verifies if those methods have been applied correctly.
  4. As a result of the internal review, the topical and the statistical editor issue a recommendation as to whether the article should undergo an external review (be returned to the author for correction or not be published) and suggest external reviewers.

5. The external review of each article is conducted by reviewers from outside the affiliation unit of the author(s). The external reviewer is not be acquainted with the author or the authors' personal data.
6. The personal data of the reviewers of particular articles shall not be disclosed. It is subject to disclosure in a collective list of the reviewers cooperating with the editorial office published for a given year in the first issue of the journal in the following year.
7. The external reviews are prepared on the forms provided by the editorial office (Annex 2). They contain, among others, the recommendation as to whether a paper can be published, published after author's corrections, or should be rejected.
8. Concordant external reviews bind the editorial staff. In disputable cases (contrary reviews), the decision on further dealing with the article is taken by the Editor-in-Chief or his deputy after consulting the topical and/or the statistical editor.
9. The article corrected by its author:

  • after an internal review - is subject to the procedure described above again,
  • after an external review - is evaluated by the topical and/or the statistical editor, who checks if the corrections have been made.

10. The article approved for printing is subject to linguistic proofreading carried out by the language editor.

 

§ 3

The procedure to review scientific publications comes into force after approval by:

- Director of the Institute of Law, Administration and Economics, Pedagogical University of Cracow,

- Institute of Economics and Management, O.S. Popov Odessa National Academy of Telecommunications, in accordance with their internal regulations. 

 

Procedure to secure the originality of articles (so-called ghostwriting, guest authorship and honorary authorship barriers) published in the "European Journal of Economics and Development"

 

  1. The topical editor pre-evaluates articles in terms of their originality and research results.
  2. Articles are checked in the anti-plagiarism system of the Pedagogical University of Cracow.
  3. The Editorial Board performs, by electronic means, an analysis of the articles in terms of their originality and fulfilment of the publishing requirements.
  4. The authors submit a statement (Annex 1) in which they specify their copyrights to the article or its part, declare its originality, and declare non-infringement of the copyrights of other persons.
  5. The authors conclude an agreement on the transfer of proprietary copyrights to the published articles.
  6. The articles contain the results of their authors' own research or refer to the results obtained by other authors without prejudice to the copyright.
  7. An article submitted for publication cannot be a work ordered by the author from other persons or institutions (ghostwriting).
  8. The author/authors should adhere to the principles of ethics in science. The articles that have been found not to respect such standards will not be accepted for publication. Information on the violation of ethics will be forwarded to the author's superiors in their home institution.
  9. Persons who have not made their own creative contribution (guest authorship or honorary authorship) to the article cannot be considered its co-authors.
  10. All cases of the violation of ethical principles will be recorded in protocols prepared by the Editorial Board. The protocols are stored in the editorial office documentation along with the reviews.

Rules and conditions for publishing papers in the "European Journal of Economics and Development"

 

  1. The basic version of an article or a scientific study is the paper version.
  2. Only the original and the review papers that have not been published before can be published in the "European Journal of Economics and Development". The authors send their papers both printed and in an electronic version to the following address: ............................
  3. The submitted paper should be accompanied by personal information about the author, correspondence address, telephone number and e-mail address. Academics should also provide the name and address of their home university.
  4. The editorial office of the "European Journal of Economics and Development" requires the authors to observe the principles of scientific reliability and respect copyrights. Ghostwriting and guest authorship are regarded as scientific misconduct. Any detected cases will be exposed, including notifying the interested entities (institutions employing such authors).
  5. In the case of papers written by more than one author, the editorial office of the "European Journal of Economics and Development" requires the authors to:
    - describe their individual contribution,
    - inform about the author of the concept and assumptions.
    The main liability lies with the author submitting the publication.
  6. The authors are responsible for the technical quality of the material, its stylistics and grammatical correctness. The text must comply with the editorial requirements (Download files tab - Formal requirements).
  7. The volume of submitted articles should not exceed 1 publisher's sheet (36,000-40,000 characters including spaces and footnotes); in the case of reviews and reports, it should be up to 10,000 characters.
  8. Requirements for scientific publications:
  • publication languages are Polish, Ukrainian and conference languages,
  • title of article in Polish or Ukrainian (English title is mandatory),
  •  key words in Polish or Ukrainian (English key words are mandatory),
  • abstract in Polish or Ukrainian (abstract in English),
  • bibliography in the language of the article.
  1. The editor-in-chief of the "European Journal of Economics and Development" decides about the order in which papers are published.
  2. Each text sent to the editorial office is reviewed by the topical editor. Articles pre-qualified for printing by the editorial office are then subjected to external review by two independent reviewers.
  3. The names of the reviewers of particular papers are not disclosed. Once a year, the Editorial Board publishes the list of cooperating reviewers. 
  4. The reviewer should sign a declaration of interest. The following relationships are considered conflicts of interest:
    - personal relationships (family relationship, legal relationships, conflict),
    - relationships resulting from professional subordination,
    - direct scientific cooperation in the last two years.
  5. A scientific article can be published in the "European Journal of Economics and Development" on condition that it has received positive reviews.
    The review must be in written form and end with a clear conclusion as to whether the article can be published or should be rejected
  6. The author is obliged to take into account the critical remarks and prepare the amended version of the article.
  7. The authors of papers published in the Journal are not remunerated.
  8. The Editorial Board publishes papers on the basis of publishing agreements with the authors.
